Job Summary
- Oversees all administrative, financial, personnel, and technical functions of a program in an assigned department. Organizes and assigns duties to employees and advises the departmental administrators of the program's activities.
- This position is responsible for overseeing the planning, implementation, and tracking of specic projects that have a beginning, an end, and specied deliverables. The incumbent works closely with upper management to make sure that the scope and direction of each project is on schedule. Coordinates internal resources and vendors to ensure that all projects are delivered on-time, within scope and within budget.
- Supports the Family Medicine Division's research and education missions. Works closely with the Family Medicine Division Chief, the Family Medicine Division Director, and the Finance Director to manage research and education operations and the clinical training programs. This position implements a vision and direction for each program, in association with division and department strategy.
Responsibilities
Essential Functions:
- Support Division and Department Leadership in implementing a vision and direction for the Family Medicine division's academic programs, in alignment with department strategy and the University of Utah's vision and mission.
- Direct operations in assigned programs. Including faculty effort, faculty and staff distributions, and supporting budgeting and management of division funds.
- Direct the management and preparation of academic program contracts, MOUs, and service agreements, including reviews, approvals, and signature processes.
- Direct academic program's procurement and inventory of resources, including P-card processes.
- Oversees the analysis and determination of appropriate staff mix to support program needs.
- Oversee day-to-day research operations.
- Provides strategic direction by setting short and long-term goals, estimating budgetary requirements for staff, space and equipment planning, and implementing special projects and policies.
- Supervise Division Program staff, support hiring and onboarding/off-boarding processes, develop divisions' organizational structure and staffing plan, manage processes for performance management and annual evaluations, staff mentoring, and support for staff career development.
- Engage with DFPM staff and faculty leadership, including participation on initiatives and in department-level committees.
- Develops and implements customer service, staffing and financial objectives for assigned departments consistent with the University's goals and objectives.
- Manages departments' budgets, estimates budgetary requirements for special projects and oversees purchases and inventory.
- Implements and administers new and existing department programs and services to internal and external customers. Evaluates program effectiveness. May carry out and implement logistic plans and procedures to ensure that internal university and external entities' needs are met.
- Assumes authority and performs functions of the department director in his/her absence.
- Participates in the development and interpretation of department polices to ensure compliance with the University's policies and regulatory requirements. May authorize exceptions to department policy and procedures related to assigned departments. Ensures compliance with Federal and state regulations.
- Establishes internal objectives and implements procedures to meet goals. Assists in setting department short and long-term goals.
- Oversees department staff management including recruitment, performance evaluations and retention of staff.
- Ensures customer satisfaction by analyzing customer complaints, concerns and suggestions.
- Provides appropriate follow through to ensure quality customer service.
- Facilitates cooperative and collaborative relationships with the community and other institutions.
- Authorizes the purchase and implementation of new technology, resources and equipment.
- Serves as part of the department management team.

Minimum Qualifications
Bachelor's degree in Business or Public Administration, a related area, or equivalency (one year of education can be substituted for two years of related work experience) required; plus six years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communication skills also required. Master's degree in Business Administration or related area preferred. This position is not responsible for providing patient care.
