Job Description Summary


DEFINITION

Under the direction of an assigned administrator, the EOPS/CARE & CalWORKs Supervisor plans, organizes and coordinates a variety of programs, projects and day-to-day operational activities related to the functions of the Extended Opportunity Programs and Services (EOPS), Cooperative Agencies Resources for Education (CARE) and California Work Opportunities and Responsibility to Kids (CalWORKs) program.

DISTINGUISHING CHARACTERISTICS

This position provides leadership in the administration, organization and development of the EOPS/CARE & CalWORKs programs; including objectives, align with the policies and procedures consistent with those of the District; maintains compliance with applicable federal, state, and local laws and regulations. The Supervisor is required to fill in for service needs in the absence of staff as needed.

Incumbents in this position support Guided Pathways framework, student learning outcomes and institutional effectiveness by implementing activities across the district to increase student achievement, timely goal completion and to close equity gaps.

Essential Functions & Qualifications

ESSENTIAL FUNCTIONS

  • Assure the provision and support of a student-centered, customer-service oriented environment for the delivery of all department functions and direct all aspects of a campus-wide in-reach and outreach program. Promote and maintain integrity, accuracy, and timeliness in the delivery of EOPS/CARE and CalWORKs services to students using a Guided Pathways framework;
  • Assist in developing outreach strategies and plans consistent with the District's enrollment management objectives; collaborate integrated planning efforts with other offices, and design communications to support prospective and enrolled students to maximize retention in EOPS/CARE and CalWORKs programs
  • Plan, organize, coordinate, and implement the day-to-day operations and activities of the department;
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Assess and monitor departmental workloads and adjust operations as necessary to meet student needs. Identify opportunities for improvement and review recommendations with Associate Dean. Communicate and implement improvements as needed;
  • Supervise, train, motivate, evaluate, and provide work direction to classified personnel within areas of responsibility in coordination with the Associate Dean;
  • Provide training to department staff as needed. Develop and implement ongoing training programs for the EOPS/CARE and CalWORKs on policies, procedures, and processes, thereby ensuring departmental compliance with all applicable federal, state, and institutional rules and regulations;
  • Collaborate with Student Success and Support Programs personnel to coordinate effective admission, orientation, registration, financial aid, counseling and support program activities;
  • Assist the Associate Dean of Financial Aid, Records and Support Programs in developing departmental policies, procedures, and processes;
  • Assist the Associate Dean of Financial Aid, Records and Support Programs in the preparation, review, analysis and submission of federal, state, and institutional reports;
  • Supervise, train, motivate, evaluate, and provide work direction to classified personnel within areas of responsibility in coordination with the Associate Dean of Financial Aid, Records and Support Programs;
  • Attend, represent, and participate in districtwide and annual professional development activities, committees, workshops, conferences, and meetings to stay abreast of changes in state and federal regulations;
  • Develop and prepare budgets related to the EOPS/CARE & CalWORKs Program; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established methods of fiscal control; assure services and activities comply with categorical requirements; research and obtain program funding as directed; prepare and submit reports;
  • Serve as a member of: Family Self-Sufficiency Board, EOPS/CARE Advisory Board, Welfare Reform Task Force, Office of Employment Training Advisory Board and serve on District standing committees as assigned;
  • Coordinate communications, services and information between departments, staff, administrators, students, families, the Chancellor's Office, other various outside agencies; oversee and participate in the preparation and distribution of a variety of correspondence.

QUALIFICATIONS
Education:
Required
  • Bachelor's degree in business, psychology, social work, counseling, early childhood education or related field;
Preferred
  • Master's Degree in education, counseling, rehabilitation counseling, clinical psychology, counseling psychology, educational counseling, psychology, social work, early childhood education, career development or related field;
Experience:
Required
  • Two years of experience in project implementation and coordination, social service or student services educational experience working with similar programs and services;
Preferred
  • Two years of community college experience working with educational programs promoting increased enrollment, retention, and completion for predominantly ethnic minorities, linguistically challenged, socially and economically disadvantaged populations

Knowledge of:
  • Various programs, projects and day-to-day activities related to the functions and activities of the EOPS/CARE and CalWORKs programs;
  • Program specific and District operational policies and procedures;
  • Educational and social programs, services, resources, standards, requirements, and procedures related to students and families;
  • Principles of supervision;
  • Interpret and apply rules, regulations, and policies;
  • Community outreach, public relations, and public speaking techniques;
  • Interpersonal skills using tact, patience, and courtesy;
  • Budget preparation and control;
  • Applicable laws, codes, regulations, policies and procedures;
  • Record-keeping and report preparation techniques;
  • Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and/or database software;
  • Correct usage of English, grammar, spelling, punctuation, and vocabulary; and
  • District policies and procedures.

Ability to:
  • Establish and maintain cooperative working relationships with those contacted in the performance of duties; and
  • Demonstrate understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
  • Plan, organize and coordinate a variety of programs, projects and activities related to the day-to-day functions and activities of the EOPS/CARE & CalWORKs programs.
  • Supervise and evaluate the performance of assigned staff.

Physical ability to:
  • Read and comprehend printed matter and text and data on computer monitors;
  • Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email;
  • Sit or stand for extended periods of time;
  • Lift and/or carry 25 to 50 pounds intermittently; and
  • Exert manual dexterity sufficient for keyboard and other office equipment operation.

License and Certificates
Required
  • Valid driver's license and eligible to obtain California driver's license upon hire
